Dirt Bike Operator Eludes Police Twice: ARRESTED

On Thursday afternoon at approximately 1 pm, a Riverside Township patrol officer operating a marked patrol car observed a male riding an electric dirt bike along North Pavilion Avenue. This type of electric dirt bike is illegal to operate on public roadways. The bike had no registration and was traveling above the posted speed limit. When the officer activated the patrol vehicle’s emergency lights and siren in an attempt to conduct a motor-vehicle stop, the rider accelerated and failed to stop. The officer subsequently began an investigation to identify the individual.
At approximately 3:00 p.m. that same day, a second Riverside Township patrol officer observed the same male operating the electric dirt bike on Pavilion Avenue near Fairview Street. When the officer activated the marked patrol vehicle’s emergency lights and siren, the rider again refused to stop and fled at a high rate of speed. During the incident, the rider was observed operating recklessly, disregarding posted stop signs and the speed limit.
Officers were able to gather a photo of the suspect operating the bike from local video. Using that photo, they were able to identify a suspect that led them to an apartment complex in Delran, NJ. As a result of the investigation, the officers located and identified Jahvell T. Liverpool, 19 yrs, of Edgewater Park, NJ as the operator of the bike. Liverpool was placed under arrest at that location and the bike was seized. Liverpool was transported to the Riverside Police station where he was processed and charged with the below listed criminal and traffic offenses. He was lodged at the Burlington County Correctional Facility pending a detention hearing.

In 2022, Riverside Township enacted an ordinance prohibiting the operations of ATVs and Dirt Bikes on township roadways identifying them as an immediate threat to public safety and allowing for their seizure and forfeiture. In 2025, a local ordinance restricting the operation of e-bikes was enacted to provide restrictions on their operation on township sidewalks, parks and roadways. Also, in January of 2026, the State of NJ passed a comprehensive law regulating the use of E-bikes on all roadways and parks.
